Abstract:
The rapid digital transformation of enterprises has significantly reshaped human resource (HR) management through the adoption of Artificial Intelligence (AI), Internet of Things (IoT), cloud computing, digital analytics, and intelligent automation. Despite these advancements, many organizations continue to rely on static workforce information systems that provide limited predictive capabilities for strategic decision-making. The emergence of Enterprise Workforce Digital Twins (EWDTs) offers a transformative approach by creating dynamic virtual representations of employees, teams, competencies, organizational structures, and workforce behaviors. Unlike traditional HR information systems, workforce digital twins continuously synchronize with enterprise data sources, enabling real-time monitoring, simulation, predictive analytics, and strategic workforce planning. This study investigates the role of Enterprise Workforce Digital Twins in improving Strategic HR Decision Intelligence by integrating workforce analytics, AI-driven prediction models, behavioral intelligence, organizational network analysis, and digital simulation environments. The paper reviews existing literature, identifies current research gaps, proposes a comprehensive conceptual framework, and discusses implementation methodologies suitable for modern enterprises. The findings indicate that workforce digital twins substantially improve talent acquisition, employee engagement, workforce optimization, succession planning, learning recommendations, productivity forecasting, and organizational resilience. Nevertheless, organizations must address significant challenges related to data governance, privacy protection, ethical AI, algorithmic fairness, cybersecurity, and regulatory compliance. The proposed framework provides practical guidance for organizations seeking intelligent HR ecosystems capable of supporting evidence-based strategic decisions in increasingly dynamic business environments.
